A report page tooltip is a real page with a fixed small canvas size, so it can hold KPI cards and a spark trend — but it cannot be interactive.

Power BI limitation
Tooltips are hover-only and unavailable on touch devices; never hide information the user needs to complete the task inside a tooltip.
