Tooltips are more constrained than web popovers
In Figma it is easy to design a hover panel with tabs, buttons, links, filters and actions. Do not assume that works as a Power BI tooltip.
Report-page tooltips provide contextual information; Microsoft explicitly notes they are not interactive — users cannot use slicers, tab through content or scroll inside them.
